The association aims to improve locomotive operating and train handling techniques through adoption of best practice amongst its members.
It was founded in 1892, being renamed several times before adopting its current title in 1988. Membership is primarily drawn from 45 railways across in the USA and Canada, but also includes members from Africa, Australia, United Kingdom, Japan, Mexico and South America.
