On March 2 2016 Maryland Transit Administration (MTA) granted PLTP a concession to build, operate and maintain the line from Bethesda in the northwest to New Carrollton in the east, interchanging with both arms of WMATA’s Red line, and also with the Green and Orange lines. Construction began on August 28 2017 with opening originally projected for mid-2023, but a change of contractor has incurred delays. In March 2024 the revised date of autumn 2026 was pushed back to winter 2027.

PLTP comprises Meridiam, Tikehau Capital and Fluor, with CAF USA supplying 26 five-section LRVs. The partnership has a 30-year operating concession.
