Work on the east-west Line 1 began in 2005, with the first section fully opened September 27 2010 (27·8 km, 22 stations). A substantial extension east to Shuangma opened on June 30 2025 (16·5 km, 10 stations).
Trial running on Line 2 began in September 2011, with opening on January 9 2012 (21·0 km, 19 stations); a northern extension from Santaizi to Hangkonghangtiandaxue opened December 30 2013 (5·7 km, 3 stations), and extended to Putianlu on April 8 2018 (5·1 km, 4 stations).
Line 9 from Nujianggongyuan to Shenyang Jianzhudaxu University (29 km, 23 stations) opened on May 23 2019. Line 10 from Dingxianghu to Zhangshabu opened on April 29 2020 (27·2 km, 21 stations), completing a two-part central loop with Line 9.
On September 29 2023 Line 2 was extended south to the airport (14·2 km, 7 stations), with new north–south Line 4 also opened the same day (34·0 km, 23 stations).
Line 3 opened from a central station at Nan Liguan southwest to Lida on December 30 2024 (21·3 km, 14 stations); it is being extended across the city and to the east (20·0 km, 16 stations) and has a fleet of 48 six-car Type B trains. Also under construction are an eastern extension of Line 1 (6 km, 4-station) and a new Line 6 (north-south: 41·3 km, 30 stations).

In May 2009 MTR Corp signed an agreement with Shenyang Metro Group and Shenyang municipal government to create a joint venture to operate and maintain Lines 1 and 2 for 30 years.
Long-term metro plans outline a network of 13 lines.
In August 2013 routes 1, 2 and 5 of a light rail network opened - radiating out from Olympic Centre on metro Line 2. Route 3, linking Century Mansion/Shijidash on metro Line 2 to the exhibition centre was completed in 2016. On January 5 2019 a 0·8 km extension to Shenyang South station opened, along with a 3·3 km extension to Taoxian Airport, with route 5 reaching neighbouring Fushun city on February 3 2021 with an extension from Xuantujun Heritage Park to Lishizhai (5·2 km, 4 stops).
