The railway activities of ESCAP are driven by the Busan Declaration on Transport Development in Asia and the Pacific adopted by the Ministerial Conference on Transport held in the Republic of Korea in November 2006. Underlying the Declaration is the development of an international integrated intermodal transport system that contributes to the long-term objective of regional co-operation in support of international trade. The Trans-Asian Railway and Asian Highway programmes of ESCAP are the two building blocks towards the realisation of such a system. The Declaration also calls for investment in intermodal interfaces and logistics activities, particularly at production and consumption centres and around seaports and dry ports. ESCAP and its member countries collaborate on joint programmes of actions adopted at the Working Group on the Trans-Asian Railway Network. The Working Group was established under the terms of the Intergovernmental Agreement on the Trans-Asian Railway Network which came into force on 11 June 2009.
