DESCRIPTION

Subject to the decision of the region Provence Alpes Cote d’Azur – Sud (France) deliberative assembly on the mode of management and the conclusion of discussions with the Auvergne-Rhône-Alpes and Occitanie regions on the status of inter-regional lines, the operators are informed that the public service contracts of following regional rail passengers services will be awarded after competitive bidding, in accordance with regulations and rules in place at the launch of the procedures.

A tendering process will relate to the awarding of a public service contract relating to the operation of urban and interurban passengers trains on the provisional set of the following lines, qualified as lot 3:

- Marseille-Aubagne-Toulon-Hyeres

- Marseille-Toulon-Les Arcs Draguignan

- Marseille-Aix-en-Provence-Pertuis

- Marseille-Gap-Briancon

- Briançon-Gap-Valence-Romans

The annual supply volume is estimated between 4.8 and 9.2 million train-km (lot 3).

A procedure will relate to the awarding of a public service contract relating to the operation of urban and interurban passenger trains on the provisional set of the following lines, qualified as lot 4:

- Marseille-Miramas, via Rognac and via the Blue Coast

- Marseille-Avignon, via Arles and via Cavaillon

- Marseille-Avignon-Valence-Lyon

- Marseille-Nîmes-Montpellier

- Avignon-Carpentras

The estimated annual supply volume is between 4.4 and 5.7 million train.km (lot 4).

The competitive tendering process may include a phase of dialogue and negotiation. It is envisaged to use public service contracts in the form of concessions.

- For lot 3, the current annual supply volume is around 4.8 million train-km, the traffic is around 300 million passenger-km. The provisional date of signature of the contract is the second half of 2025. The start of commercial operation is scheduled for the 2029 Annual Service at the earliest.

- For lot 4, the current annual supply volume is around 4.4 million train-km, the traffic is around 265 million passenger-km. The provisional date of signature of the contract is between the end of 2025 and the course of 2027. The start of commercial operation is scheduled at the earliest from the 2029 Annual Service. The scope of the services and the definition of the service offer will be specified in the calls for tenders. The current scope of services and the level of service may change.

As an indication and at this stage, it is planned to entrust the following main services:

- Operate the regional rail passenger transport services in the geographical area concerned;

- Manage the interface with the ticketing and passenger information system made available by the Region, with the sale of transport tickets, collection of revenue on behalf of the Region and payment to the latter;

- Ensure the safekeeping, upkeep and maintenance of the rolling stock, installations and equipment necessary for the performance of the service;

- Ensure the reception, information and safety of travelers in regional stations;

- If necessary, ensure the management of certain regional train stations;

- Ensure the fight against fraud;

- Ensure commercial communication and promotion of the service in close coordination with the Region;

- Ensure the operation of train storage facilities shared with other carriers within the geographical scope of the aforementioned services. In addition to these activities, the operators must be prepared, if necessary, to provide/carry out/finance investments related to (i) the renewal of rolling stock (renovation, purchase, rental) and (ii) the renewal and/or modernization of maintenance facilities ( field research, site preparation, design, construction of a).

For lot 3, the operators may have to provide for the purchase of about twenty urban/commuter trains equipped with ERTMS and compatible with the deployment of the project Haute Performance Marseille-Vintimille Project (HPMV) .
