CANADA: Infrastructure Ontario and Greater Toronto transport agency Metrolinx have shortlisted three consortia for the contract to design, build, finance, operate and maintain the Hurontario Light Rail Transit project to the west of Toronto. Hitachi, Transdev, Keolis and RATP Dev are among the shortlisted bidders (below).

A Request for Qualifications was issued in October for a 20 km line to link Port Credit GO Station in Mississauga with the Gateway Terminal at Steeles Avenue in Brampton. This would have 22 stops, and the maintenance depot would be built at Highway 407. Construction is expected to start in 2018, with opening planned for 2022.

The shortlisted consortia bring together a mixture of equity providers, designers, construction firms, and companies specialising in operations and maintenance.

The project is being delivered using IO’s Alternative Financing & Procurement delivery model, which transfers project risks to the private sector. According to IO CEO Ehren Cory, this procurement model ‘bridges the gap between public and private sectors to get moving on delivering transit projects. With teams now in place to start preparing their proposals for the Hurontario LRT, we are getting closer to launching another transit project in the Greater Toronto and Hamilton Area.’

Last year Metrolinx awarded CH2M, Boxfish, Comtech and Turner & Townsend a programme management consultancy contract covering both the Hurontario and Hamilton light rail projects, while AECOM has a seven-year contract to provide advisory service
