A progressive design-build procurement model is being used, with the signing of the Development & Master Construction Agreement with Trillium which was announced on August 28 marking the start of the development phase.

Trillium Rail Partners will begin construction of early works, and collaborate with Metrolinx to further develop the design scope, risk allocation and pricing of various elements of the project.

The scope includes installation of track and railway systems for the 9·2 km ECWE from the future Mount Dennis station to Renforth Drive, design and construction of seven stations, and works at Mount Dennis to connect the ECWE with the initial Line 5 Eglinton LRT route which is currently under construction.
